Is it to late to sign up for the bl because i just made a new clan and i was wondering if we could sign up.

Yes, at this time it is to late. You must sign up with at least 30 days left in the the season. The new BL season will be starting in about 7 weeks, after the finals are over, and the new scripts finished.
