lol. The day they try to postpone election day, the supreme court will pull out its can of judicial whoop-ass - the executive branch can't move election day. The power of deciding when election day is lies with the house and senate:
US Constitution:
 (senators and reps)
Article 1 Section. 4. Clause 1: The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.
 (president)
Article 2 Section 1 Clause 4: The Congress may determine the Time of chusing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States.

Doesn't look like the deptartment of homeland security has much say.

Because after World War II ended, the Republicans were pissed that Franklin D. Roosevelt got elected 4 times in a row.  So they limited Presidents to 2 terms.  It was kinda funny, in the late 80's there was a big movement to have that term limit overturned so that Ronald Reagan could be elected to a 3rd Term in office (he was so popular at the time it would have been another landslide).  But then the Iran-Contra thing happened and the term limit thing got dropped.

We need term limits for the senate and house also. Otherwise we get people like Strom Thurmond, Teddy Kennedy, Dick Gephart, Arlen Specter, etc etc. who are impossible to remove without nuking the capitol.

Because they got cosy and hook up with all the special interests - the idea was not to have "professional" politicans - it was to be the "citizen politican" who would leave and go back to his job after2,  4 or 6 years.

     In other words, Bush and his crew have already shown that they're willing to cheat to win the presidental election, and that they're willing to play fast and loose with the Constitution. Put the two together, and I've no doubt they'll find a way to make "delaying" the elections sound plausible.
