Hey first off  id just like 2 say that that dumbass graphic wasnt posted by me and whoever signed it with my name is  a"NOOB" if you havent already seen it some idiot posted a picture bad mouthing a new rs ghr clan and signed it with my name.... Anyhowz main reason i came here is to ask if anybody knows how to add tv lines to picture because i wanna turn a screenshot into a survaillance pic im using adobe photodeluxe 5.5 any tips welcome

You're referring to the "raster lines" that run across an image, giving it that TV look. Play around with the values on some of the efects to get what you want, as far as I know, that's the best way. I also used the static/noise effect to create monitor images.
