In "On Her Majesty's Secret Service", James Bond get married and his wife gets gunned down by the villans right hand woman, Irma Bunt. She escapes and is never seen again. The new M (as has been pointed out) is played by Judi Dench Irma Bunt was played by Ilse Steppat. Judi Dench hasn't been in any of the Bond films before Goldeneye and has only played the M character.
