Would I be wrong to assume the stories were largely about stupid people...that seems to be what funny stories are about.

Yes, some of the people were stupid, others pitiful, others completely normal if not of above average intelligence. But they were almost all funny. . .and I really fail to see how you wouldn't see the humor in that website. I don't particularly find 16 year olds watching nasty anime porn as funny.
