Anyhowz main reason i came here is to ask if anybody knows how to add tv lines to picture because i wanna turn a screenshot into a survaillance pic im using adobe photodeluxe 5.5 any tips welcome

Play around with the values on some of the efects to get what you want, as far as I know, that's the best way. I also used the static/noise effect to create monitor images.
