It looks like he came down on one of the Security Police cars that was probably running the flight line at the wrong time (more than likely at night). That is usually due to poor communication between ATC (air traffic control) and the Security Police forces. This was the type of incident that I would be called to investigate when I was in the Air Force (I worked Flight Operations my whole time in the Air Force after I got out of the Army). This would not have been pilot error.
It is also possible that the security police car was running the flight line at night and used poor judgement in his rate of speed and proximity to the F-15 and simply ran into the aircraft.
